Developed by the European EdTech Alliance, the EdTech Policy Map focuses on what it takes to enable intentional, well-supported innovation in education that is firmly aligned with European values. Its aim is to create better conditions for EdTech startups and SMEs to develop high-quality, needs-based tools, while supporting educational institutions to select, evaluate, and adopt technologies that truly improve learning and teaching.
Building on the European EdTech Ecosystem Roadmap Report developed through the EmpowerED project and funded by the European Commission under the Digital Europe Programme, the EdTech Policy Map translates strategic recommendations into an interactive, web-based living tool. It operationalises insights gathered from multi-stakeholder consultations across the European EdTech ecosystem.
The Map is structured around five interconnected goals, each supported by practical recommendations, enabling conditions, potential roadblocks, and inspiring examples from across Europe.
Importantly, the EdTech Policy Map provides voluntary guidance to strengthen strategic consistency. It does not introduce additional compliance requirements. Instead, it complements existing structures and can be adapted to different governance models.
